Phase I ESA - VermontWEM was awarded a contract with the Rutland Regional Planning Commission (RRPC) to conduct a Phase I ESA on an abandoned commercial property near downtown Rutland, funded by an EPA Brownfield grant.  The Phase I revealed that the property has a 40-year history as a laundromat, with a dry cleaning operation for at least 20 of those years, as well as three (3) abandoned petroleum USTs.  The property is in a high profile area with much public interest, and there is an expressed health concern from an abutting residence.  The Phase II entailed the removal of the USTs, testing of the building for asbestos and lead paint, the installation of a network of soil borings/monitoring wells, low-flow groundwater sampling, and soil gas sampling.  Results show significant levels of dry cleaning chemicals in the soil and groundwater underneath the building, with a plume of contaminated groundwater migrating onto the abutting property.  WEM is working with the RRPC and the owner to develop a cleanup plan that will allow for future redevelopment of the property.
